Voters bought SF–LA in 2:40 for ~$33B by ~2020. Eighteen years later California has spent on the order of ~$15 billion, connected no cities, and still has not bought a single train. Official finish math now runs ~$100B+ (preferred ~$126B; high band ~$230B). Scope retreated to Merced–Bakersfield. Meanwhile China built ~30,000 miles of HSR.
Ballot: ~$33B. Books: ~$15B spent. Finish: ~$100B+ on the Authority’s own preferred case — and a ~$230B high band if the “legacy” design isn’t cut. Cap-and-Invest locks ~$1B/year through 2045.
2026 — ~$126B optimized / ~$231B high. $500M+ DFJV settlement. Track contracting. Still 0 cities · 0 trains.
| Year | Source | Phase 1 | In-service frame | Notes |
|---|---|---|---|---|
| 2008 | 2008 BP / LAO | ~$33B | ~2020 | Prop 1A: $9.95B bonds · SF–LA ≤2h40 |
| 2012 | Revised BP | ~$68B blended | ~2028 | IOS concept enters |
| 2018 | Eno timeline | $63–98B | ~2033 | Funding gap admitted |
| 2024 | 2024 BP | $89–128B | Merced–Bakersfield 2030–33 | Early segment ~$30–35B |
| 2026 | 2026 BP | ~$126B opt. / ~$231B high | IOS early 2030s | Tangipa cites high band; Authority sells optimized case |
Opportunity-cost rhetoric (USDOT Duffy et al.): full project dollars ≈ decades of free SF–LA flights for corridor residents. Not a CAHSRA ledger line — still the right scale check.
The user-flagged miss. After ~$15B and 18 years, California has not executed a trainset contract.
| Aug 2023 | RFQ opens · Alstom & Siemens shortlisted Jan 2024 |
| Dec 31 2024 | Missed Federal grant train-contract deadline |
| Jul 2025 | FRA terminates ~$4B · cites missed milestones incl. trains |
| Dec 1 2025 | Missed Board award date promised in court filings |
| Aug 6 2026 | Notice: no contract executed · Buy America dropped · lease-purchase floated |
Civil guideway without rolling stock is a corridor, not a railroad. The Authority still markets 2030s service while the train order is unawarded.
FRA used the missed train contract (among other slips) when it pulled ~$4B. California sued, then dropped the suit.
Delay meters and change-order settlements are on the books. Political-family award networks are mostly allegation — document what’s verified.

“One-third of cost is change-order delays” is overstated as a fraction — but billions in CO/delay dollars are real. Don’t bury that under pedantry.
Prop 1A sold SF–LA. What California is actually building toward first: a 171-mile Valley segment. Concrete is real. Cities linked by HSR: still none. Kern railhead track ≠ HSR mainline.

Same era. Opposite scoreboard. China’s network predates 2008 as a plan — the buildout since then is still ~30,000 miles. California’s operational dedicated HSR: zero.

Land fights are not vibes. Shafter’s revised at-grade footprint cuts downtown. Valley farms get severed. The 10–11× buyout line stays unverified as policy — fair-market / eminent domain is what’s on paper.
Authority flipped an elevated deal for a wider at-grade plan through town. Dealerships, shops, lots in the path.
Documented severed orchards, irrigation breaks, multi-year compensation fights across the Valley.
Video anecdote. Official policy is fair market value — no published 10–11× schedule found.
Voters bought SF–LA & a time standard — not today’s Valley-only first act or $100B+ tab. Fares still TBD.
As LT Gov: facts “overwhelming” that HSR wouldn’t happen in his lifetime. Resurfaced while he owns the project.
He scaled it to the Valley in 2019, then re-championed it. Ownership is real; “pet” is spin.
Video-local walkthrough. Not independently confirmed as systemic absenteeism.
Cap-and-Invest reauth. locks a billion a year into HSR for two decades — whether trains arrive or not.

Core story.
Contract still TBD Aug 2026.
~$126B optimized · ~$230B high.
CA operational: 0.
SF–LA not the near-term build.
$537M DFJV · 2026 (not 2024).
Documented land pain.
Guideway real · passenger HSR not.
Delay billing meter — real direction.
Civil lead + rejected French model — both real.
Rhetoric or outdated stake.
Don’t lead the viz with these.
